Potential Civil Litigation: You Play an Integral Role
Presentation by Joel Cohen, MPH, CIH - The Cohen Group
Joel Cohen, MPH, CIH is founder and president of The Cohen Group, a company that has provided occupational health and safety services to business and government since 1980. Mr. Cohen has more than 35 years of experience assisting employers with health and safety regulatory compliance. He has authored numerous technical articles and co-authored three books. Mr. Cohen spends much of his time serving as a consultant and expert witness to attorneys involved in OSHA appeals, Workers’ Compensation appeals and civil cases pertaining to negligence and “Toxic Torts”.
Mr. Cohen’s presentation is titled, “Potential OSHA Litigation Issues: You Can Play an Integral Role.” He will describe some of the recent cases in which he has been involved where in-house health and safety personnel played an integral role in the outcome of the case. He will also recommend steps health and safety personnel should take to minimize company liability.

Joseph Francis Hourigan, CSP - 1950-2009

Chapter Officer and professional member Joe Hourigan has died after suffering from a stroke. His family and friends, his employer Republic Indemnity, his fellow ASSE colleagues and others all expressed shock at his sudden passing and are in deep mourning. Joe has been a fixture in the Greater San Jose Chapter of the American Society of Safety Engineers (ASSE) filling many roles and performing many duties voluntarily promoting the safety association. Joe most recently assisted the chapter in reviewing our bylaws and parliamentary procedures during Board meetings. There were fond memories of Joe volunteering with the odds and ends to make the 2002 professional development conference a big hit.
Joseph Francis Hourigan, age 59, passed away Nov. 9, 2009 in Mountain View, CA. Joe was born in Bronx, New York City in 1950, the son of Irene Moran Hourigan and John Hourigan. He attended Xavier High School and graduated from Manhattan College in New York with a degree in mechanical engineering. A Certified Safety Professional (CSP) and long time member of the ASSE, Joe was a distinguished Past President of the Greater San Jose Chapter (2005-06) and award-winning newsletter editor and webmaster. He was also an ASSE Society Chapter Delegate during this current term (2009-10).
Larger than life in presence and in spirit, Joe was known by many and forgotten by none. A self-appointed ambassador of Irish Culture, his Irish wit was exceeded only by his Irish ballads. His annual St. Patrick's Day parties were not to be missed. Fascinated by aviation, Joe earned his private pilot's license, purchased a 1947 Stinson Voyager and flew his single-engine plane across country. As an avid historian Joe was an acknowledged expert on the 69th Infantry from New York City, the famous "Fighting Irish." Joe was the Webmaster for their site and often lectured on their exploits.
In 1986 Joe married Barbara, the love of his life, and settled in Mountain View. He was a wonderful friend and father-figure to Barbara's four children and his ultimate achievement was the role of grandfather. In recent years he relished family reunions in Chicago, New Orleans and Oklahoma and extended family vacations to France, Germany and Ireland.
A memorial service will be held Saturday November 14, 2009 at 3 PM at Cusimano Family Colonial Mortuary, 96 W El Camino Real, Mountain View, CA.

Greetings ASSE Greater San Jose Chapter Members,
Veterans' Day arrives on Wednesday, November 11th this year, a day after our general membership meeting. Along the line of honoring veterans, past and present, who provide service to our country in time of war and peace, we are honoring and recognizing members who have given their time and effort contributing to the successes of the American Society of Safety Engineers, collectively and individually. The following 5 individuals are being recognized during our November chapter meeting for their commitment and service:
- Joseph Barsky - 25 years (February 1985)
- John Canepa - 25 years (April 1985)
- Susan Deason - 25 years (December 1984)
- Robert Harris - 25 years (November 1984)
- Edward Pack - 40 years (February 1970)
They each will get a framed certificate and a FREE lunch. Please help me congratulate each and every one of them!
